Renters’ Rights Act 2026: What it Means for Rescue Dogs and Dog-Loving Renters

For years, one of the biggest barriers facing people who want to adopt a dog has not been time, commitment or love, it’s been housing.

At Jerry Green Dog Rescue, we regularly speak to potential adopters who are ready to offer a loving home to a rescue dog, only to discover that finding pet friendly rented accommodation is incredibly difficult. Many tenants searching for houses for rent with pets allowed, flats to rent with pets allowed, or homes to rent with pets allowed are often met with blanket “no pets” policies.

As a dog rescue charity dedicated to giving a second chance to dogs who’ve been abandoned, neglected or mistreated, we know just how life-changing the right home can be.

That’s why the recent changes under the Renters’ Rights Act is such positive news for rescue dogs, adopters, and animal welfare charities across England.

From 1 May 2026, private tenants in England will have the legal right to request permission to keep a pet, and landlords will no longer be able to unreasonably refuse those requests. For rescue charities like ours, this could open thousands more doors for dogs waiting for forever homes.

The barrier of allowing pets in rented accommodation has been a major issue for years. While many landlords say they are open to pets, far fewer tenancy agreements actually allow them. This leaves countless renters unable to experience the companionship of dog ownership and leaves many rescue dogs waiting longer for homes.

What Is Changing Under the Renters’ Rights Act?

From 1 May 2026:

Private tenants in England can formally request permission to keep a pet

Landlords cannot unreasonably refuse the request

Landlords must respond in writing, usually within 28 days

Tenants must provide written details about the pet

Blanket “no pets” policies may become harder to justify

The law applies to private rented housing in England and is designed to make renting with pets fairer and more accessible.

Be Aware...

Importantly, landlords can still refuse pets where there is a reasonable justification, for example if the property is unsuitable due to size or restrictions.

However, government guidance suggests it would not normally be reasonable to refuse simply because a landlord dislikes pets or had previous concerns about pet-related damage.

Absolutely. At Jerry Green Dog Rescue, we accept rehoming applications from people living in private rented accommodation. We simply ask to see written permission from your landlord confirming that pets are allowed in the property.

How much are rescue dogs from Jerry Green Dog Rescue?

Our adoption fee for a rescue dog aged over 20 weeks is currently £385. For puppies under 20 weeks old, adoption fees can vary, and a fee will be agreed with potential adopters during the rehoming process.

These adoption fees help cover veterinary care, vaccinations, microchipping and more.

Can I keep a rescue dog in a flat?

Yes, many rescue dogs can live happily in flats or smaller rented homes if their exercise and enrichment needs are met. The suitability depends on the individual dog and property.
